Highlands man charged with selling heroin and meth

After a thorough investigation, the Highlands Police Department drew charges on Manuel “Manny” Chico, 44, of Highlands for Possession with Intent to Sell and Deliver Heroin, and Possession with Intent to Sell and Deliver Methamphetamine on February 4, said Highlands Police Chief Bill Harrell in a statement.

On January 22, HPD investigated an incident involving the theft of power from two separate addresses in Highlands. Probable cause for these incidents was also found against Chico, who lives on the 100 block of Helens Barn Avenue in Highlands, was also charged for these offenses. He was arrested by the Highlands Police Department on January 24, and given a $1000 secured bond.

On February 6, Chico was investigated again for additional charges of Theft of Power from yet another Highlands address at separate times from the previous offences. Chico was located and arrested in the Franklin area on February 7, for these charges and was issued a $40,000 secured bond.

The Highlands Police Department also found probable cause to charge Chico with Breaking and Entering and Damage to Real Property of another Highlands address on February 8.
